Page 31, under HERS rating, we request the same change elsewhere in application is made to reflect two cycles. Also, on page 52, the HERS certification. And page 70, under Exchange. We agree with the Coalition comments.

Page 33, include on negative point lists, those that have to sit out two cycles due to infractions dealing with HERS, development cost efficiency items, or for other reasons. For developers that are following the rules, anything outside the QAP may be an unfair consequence.

PAGE 31, under HERS rating, we request the same change elsewhere in application is made to reflect two cycles. Please update this on PAGE 52, the HERS certification, PAGE 70, under Exchange, and elsewhere in QAP where we have not included specific page numbers.
